Biddeford City Council — Ward 7

Fix what’s broken. Grow smart. Own the results.

Biddeford’s working‑class future — steady, practical, accountable.

Meet the Candidate

Sam Pecor

Raised in Southern Maine and now a Ward 7 homeowner, Sam has worn many hats—from carpenter and painter to rideshare driver and real-estate agent. Living and managing a small multifamily in Biddeford has taught him the value of clear rules, predictable costs, and a city government that works for everyone. He’s running to fix what’s broken, grow smart, and own the results by maintaining streets and sewers, supporting small-scale housing that fits our neighborhoods, and ensuring Ward 7 residents are always in the room when decisions are made.

Key Priorities

Below are Sam’s top priorities for Biddeford. Explore the full plan for details and timelines.

Fix what’s broken—first.

Sewer, streets, buildings, parks: get the basics done, done right, and kept up. No new spending without a maintenance plan. Publish timelines and budget snapshots so people can see results.

Growth on our terms.

Slow down the mega-projects. Build the middle—2–4 unit homes and small mixed-use near downtown—under clear standards and a measured pace. Keep owner equity local.

Be accountable. Always.

Say what we’ll do. Do it. Report back. Project scorecards, plain-English briefings before votes, and after-action reviews when we miss.
